Eight private commercial plans received the highest possible 5-point star rating: two Capital District Physicians’ plans (NY), Kaiser Foundation Mid-Atlantic States, two Tufts plans (Tufts Associated HMO and Tufts Benefit Administrators), and three UPMC health plans (PA). Eighty-nine (89) plans (commercial, Medicare and Medicaid) received ratings of 4.5 stars. NCQA (National Committee for Quality Assurance) is a private nonprofit organization that sets standards for quality of care and service that health plans provide to their members.
